data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p style=\"font-weight: 400;\">Directive 2018\/851\/EU significantly amended the parent waste directive and rewrote Article 6 of Directive 2008\/98\/EC on <strong>End of Waste<\/strong>.<\/p>\n<p style=\"font-weight: 400;\">The End of Waste is a process of recovery of waste at the end of which it loses this qualification and becomes a &#8220;product&#8221; in compliance with precise criteria defined by the Legislator.<\/p>\n<p style=\"font-weight: 400;\">With this intervention on Article 6 of the 2008 Directive, the Commission allows Member States, where no criteria have been established at EU level, to establish detailed criteria on the application of end-of-status conditions for certain types of waste.<\/p>\n<p style=\"font-weight: 400;\">Article 6(1) of Directive 2008\/98\/EC establishes the following concept of End <strong>of Waste<\/strong>:<\/p>\n<p style=\"font-weight: 400;\"><em>&#8220;Member States shall take appropriate measures to ensure that waste that has undergone a recycling or other recovery operation ceases to be waste if it fulfils the following conditions: <\/em><\/p>\n<ol>\n<li><em>the substance or object is intended to be used for a specific purpose; <\/em><\/li>\n<li><em>there is a market or demand for that substance or object; <\/em><\/li>\n<li><em>the substance or object meets the technical requirements for the specific purposes and complies with existing legislation and standards applicable to products; and<\/em><\/li>\n<li><em>the use of the substance or object will not lead to overall negative impacts on the environment or human health. <\/em><\/li>\n<\/ol>\n<div><i><br><\/i><\/div>\n<p style=\"font-weight: 400;\"><em>The criteria shall include, if necessary, limit values for pollutants and shall take into account all possible adverse effects on the environment of the substance or object.&#8221;<\/em><\/p>\n<p style=\"font-weight: 400;\">The measures taken by the Member States, as well as those of the Commission, ensure a high level of protection of the environment and human health and facilitate the prudent and rational use of natural resources.<\/p>\n<p style=\"font-weight: 400;\">They provide specifications with reference to:<\/p>\n<ul>\n<li>the incoming waste materials eligible for the recovery operation;<\/li>\n<li>the permitted processing processes and techniques;<\/li>\n<li>the quality criteria for end-of-waste materials obtained from the recovery operation in line with the applicable product standards, including limit values for pollutants, if necessary;<\/li>\n<li>the requirements for management systems to demonstrate compliance with end-of-waste criteria, including quality control, self-monitoring and accreditation, where applicable;<\/li>\n<li>declaration of conformity.<\/li>\n<\/ul><div><br><\/div>\n<p style=\"font-weight: 400;\"><strong><u>Ministerial Decree 22\/2020 \u2013 Recovery of Paper and Cardboard<\/u><\/strong><\/p>\n<p style=\"font-weight: 400;\">Plants that want to produce &#8220;recovered paper&#8221; have 180 days to reorganize their production process and submit an application to the competent authority for an update of their authorization.<\/p>\n<p style=\"font-weight: 400;\">These detailed criteria shall take into account all possible adverse effects on the environment and human health of the substance or object and shall meet the EoW requirements of the Directive.<\/p>\n<p style=\"font-weight: 400;\">In this context, Ministerial Decree no. 188 of 22 September 2020 of the Ministry of the Environment and Protection of Land and Sea is hinged, regulating the <strong>cessation of the status of paper and cardboard waste<\/strong>, pursuant to Article 184-ter, paragraph 2, of Legislative Decree no. 152 of 3 April 2006.<\/p>\n<p style=\"font-weight: 400;\"><strong><u>Ministerial Decree 152\/2022 \u2013 Recovery of inert waste from Construction and Demolition<\/u><\/strong><\/p>\n<p style=\"font-weight: 400;\">&nbsp;<strong>&nbsp;On 15 July 2022<\/strong>, the Ministry of Economic Development (now MASE) signed the Regulation on the discipline for the end<strong> of waste status of <\/strong>inert construction and demolition waste pursuant to Article 184-ter, Legislative Decree 152\/2006.<\/p>\n<p style=\"font-weight: 400;\">On <strong>4 November 2022<\/strong>, the new Regulation on the discipline for the end <strong>of<\/strong>&nbsp; waste status of <strong>inert construction and demolition waste<\/strong> approved by Ministerial Decree 152\/2022&nbsp; came into force.<\/p>\n<p style=\"font-weight: 400;\">Following the monitoring period that expired in November 2023 to update and monitor the End of Waste Inserts Regulation, the Ministerial Decree has been confirmed.<\/p>\n<p style=\"font-weight: 400;\"><strong>IAS REGISTER<\/strong> has obtained
